The goods trade agreement (CEPA) will have zero tariff on imports of goods originating in Hong Kong

    Hong Kong and the mainland signed the goods trade agreement under the mainland and Hong Kong closer economic partnership arrangement (CEPA) in Hong Kong on 14 December. The agreement will come into effect on 1 January 2019, when goods originating in Hong Kong will enjoy full zero tariff on imports into the mainland through the optimized rules of origin arrangement.
    The signing ceremony was held at the Hong Kong SAR government headquarters on the same day. At 11:00 am, in the presence of the chief executive of the Hong Kong special administrative region, Carrie lam cheng yuet-ngor, deputy director of the liaison office of the central government in Hong Kong and other guests, the international trade negotiator and vice minister of commerce fu ziying signed the agreement with the financial secretary of the Hong Kong special administrative region government, Mr Paul chan. The agreement takes effect from the date of signing and will take effect on January 1, 2019.
    Since the signing of the agreement, the two sides have fulfilled ahead of schedule the goals set out in the 13th five-year plan to upgrade CEPA to a more comprehensive modern free trade framework agreement covering trade in goods, trade in services, investment and economic and technical cooperation.
    It is reported that the agreement will further enhance the openness of goods trade under CEPA by reviewing and updating the commitments on opening up and facilitating trade in goods under CEPA. Since the implementation of the agreement, goods originating in Hong Kong will enjoy full zero tariff on imports into the mainland through the optimized rules of origin arrangement.     Fu said that with the signing of the agreement, a new mechanism has been established, which will play an important role in guiding and promoting future economic and trade cooperation between the mainland and Hong Kong. I hope the mainland and Hong Kong can have more cooperation opportunities and platforms under the national development strategy in the future.
    Mr Chan pointed out that CEPA has always been the most open free trade agreement on the mainland and an important platform for economic and trade cooperation between the mainland and Hong Kong.
