Zhoushan port, zhejiang province, is one of the busiest ports in China. Since last year, thanks to the simplification of procedures and the optimization of procedures, the number of entry and exit declaration items for vessels at zhoushan port has been reduced from 1,113 to 371, and the declaration time has been reduced from 16 hours to about 2 hours. This has truly realized the "maximum one trip" for formalities.
The change of zhoushan port is just a microcosm of the continuous promotion of cross-border trade facilitation and continuous optimization of port business environment by the national customs in recent years. According to statistics, by the end of 2018, the overall customs clearance time for import and export nationwide had been cut by more than half compared with the previous year, exceeding the target.
Improving customs clearance efficiency is the key to promoting cross-border trade facilitation. Since January 1 this year, international navigation ships have fully realized the "multiple declaration for one order" through the "single window" declaration, which has been widely welcomed by enterprises. Customs guide port of Shanghai, tianjin and other major ports to develop service enterprises internal transport, box shift operations such as time limit standard, through the information such as "single window" platform, operations to push the port operation inspection notice to import and export enterprises, enhance the predictability on the limitation of customs clearance, make enterprise operation arrangement made it "idea" and "know".
In addition, the General Administration of Customs has promoted the application of "advance declaration" for import and export, greatly reducing the time for enterprises to prepare for customs clearance. At the same time, we will carry out tariff guarantee insurance on a trial basis nationwide, and expand it to include consolidated taxation and circular guarantee, effectively reducing customs clearance time and burden for enterprises. At present, 1,463 enterprises have participated in the pilot program, and a total of 10,306 insurance policies have been purchased, with the insured amount reaching 33.96 billion yuan.
Continued simplification of documents is an important measure to optimize the port business environment. Since January 1, the Ministry of Commerce and the General Administration of Customs have cancelled automatic import licenses for auto parts. Since March 25, Beijing, tianjin, Shanghai, jiangsu, guangdong and other provinces and cities have carried out the pilot self-printing of certificates of origin, and Shanghai, tianjin and other places have also realized the electronic transfer of Marine bill of lading, bill of lading and equipment transfer documents among enterprises.
It is reported that enterprises are no longer required to submit a letter of authorization for customs declaration in paper form. Enterprises in the link of import declaration do not need to submit a packing list to the customs. Enterprises in the link of export declaration no longer need to submit invoices and packing lists to the customs. At present, the number of regulatory documents that need to be checked in the import and export link has been reduced by nearly half compared with the same period of last year. Except for special cases such as security and confidentiality, all of them are connected to the Internet for comparison and verification. This not only improves the efficiency of customs clearance, but also helps customs officers reduce pressure on the spot, thus achieving a win-win situation for "customs enterprises".
Promote import and export links to reduce taxes and reduce burden, will further reduce customs clearance costs, enhance the sense of gain. To this end, the General Administration of Customs, together with the Ministry of Transport, the state administration of market regulation and other relevant departments, strengthened the supervision and inspection of the implementation of the list system of port fees, investigated and punished all kinds of illegal charges according to law, and promoted the reduction of import and export fees. Since March 20, 23 companies including maersk, Mediterranean, cma and Pacific shipping have further lowered the charges for handling and handling container terminals. Starting from April 1, security fees for port facilities across the country have been cut by 20 percent and cargo port fees by 15 percent. (source: China trade news)
