      To further optimize the process and improve the efficiency of customs clearance, the General Administration of Customs launched the pilot reform of the "two-step declaration" customs clearance mode before August 31 this year to implement import summary declaration and complete declaration. Before December 31, the port management department shall formulate and make public the time limit standards for transshipment within the port operation and service enterprises, relocation of lifting boxes, unpacking boxes and lifting boxes by the cargo side. The General Administration of Customs, together with relevant departments and local governments, will also open two "green channels" for the rapid clearance of agricultural and sideline products at ports.
      In further improving the level of port informatization, the General Administration of Customs, together with other relevant departments, will continue to deepen the construction of "single window" for international trade. By the end of the year, the main business application rate reached 100%. Transportation and port administrative departments shall accelerate the paperless operation of port operations.
      In terms of further lowering port fees, before September 30, relevant departments will guide and urge major international liner shipping companies and international freight forwarding companies to earnestly implement measures to reduce fees.
