Ensure smooth circulation of industrial and supply chains in key regions. We will expand the "joint docking and unloading" supervision mode for maritime vessels to transport vessels along the Yangtze River, and alleviate the lack of docking and unloading capacity of ports and highways in Shanghai and its surrounding areas. We will earnestly expand the pilot of integrated layout control and inspection mode for vacuum packaging and other high-tech goods, and speed up port clearance of key materials for electronic information enterprises in the Yangtze River Delta to maintain the operation of the industrial chain.
Speed up the customs clearance of goods urgently needed by enterprises. At qualified ports, we will carry out trials of "direct handling of imported goods alongside ships" and "direct loading of export goods upon arrival", optimize the working process, and further improve the efficiency of customs clearance.
Improve the efficiency of inbound and outbound logistics. We will actively support enterprises to carry out railway "express customs clearance" business, and improve railway logistics facilitation in China. We will vigorously promote the concept of "smart customs, smart border and smart connectivity" for international customs cooperation. We will continue to promote practical customs consultations with other interested countries and implement "Customs, Railway and telecommunication" cooperation to improve the facilitation of cross-border freight trains between China and Europe. We will further optimize the customs supervision mode of waterway logistics in the Yangtze River Delta and other key areas, support the expansion of pilot modes such as "confirmation of departure from port", and constantly improve the efficiency of waterway logistics.
Inbound and outbound postal routes should be ensured. In order to transport the backlog of inbound and outbound mail affected by the epidemic, temporary postal routes will be opened according to the application of postal companies to ensure the demand for domestic and overseas mail.
We will improve the fast track for COVID-19 vaccine reagents. On the premise that risks are under control, China will optimize entry-exit safeguards for COVID-19 vaccines and testing reagents, speed up the approval of COVID-19 vaccines and testing reagents, and ensure speedy customs clearance.
In addition, the General Administration of Customs will actively implement tax and fee reduction measures; To ensure the effective supply of import and export agricultural and food products and other commodities, accelerate the registration/filing of import and export food production enterprises, promote quality agricultural and food products quarantine access; Support small, medium and micro enterprises to carry out market procurement trade; Make import tariff quota customs clearance paperless; We will strengthen statistical monitoring, analysis and data services.
