Starting from next year, China will adjust import and export tariffs on some commodities

With the approval of The State Council, the Tariff Commission of The State Council announced on Monday that import and export tariffs of some commodities will be adjusted in 2023, in order to implement the spirit of the Party's 20 National Congress and the decisions and arrangements of the CPC Central Committee and The State Council, give full play to the role of tariffs as a joint point of domestic and international double cycles, and help build a new development pattern and promote high-quality development with high-level opening up.
In order to enhance the linkage effect between domestic and international markets and two kinds of resources, from January 1, 2023, China will implement the provisional import tax rate of 1020 goods, which is lower than the most-favored-nation tax rate. First, to protect people's health and reduce the economic burden on patients, zero tariffs will be imposed on some raw materials for anti-cancer drugs, anti-novel coronavirus drugs and anti-cancer pain drugs, and import tariffs will be lowered on medical supplies such as dentures, raw materials for vascular stents and contrast agents. Second, in line with the trend of consumption upgrading, we will meet consumer demand with high-quality supplies, and reduce import tariffs on homogenized mixed food, frozen blue cod, cashew nuts and other food for infants and young children, as well as small household appliances such as coffee machines, juicers and hair dryers. Third, we will strengthen resource supply capacity, improve the resilience of industrial and supply chains, implement zero tariffs on potash fertilizer and unwrought cobalt, and reduce import tariffs on some wood, paper products, boric acid and other goods. Fourth, we will promote innovative development of advanced manufacturing, accelerate industrial transformation and upgrading, and lower import tariffs on lithium niobate, electronic ink screens, iridium oxide for fuel cells, roller bearings for wind turbines, and other products.
Starting from January 1, 2023, in line with the development of domestic industries and changes in supply and demand, import and export tariffs on some commodities will be raised within the scope of China's WTO commitments. Among them, the temporary tariff rate on imports of chestnuts, licorice and their products, large tires and sugarcane harvesters will be abolished and the most-favorednation tariff rate will be restored. To promote the transformation, upgrading and high-quality development of related industries, the export tariff on aluminum and aluminum alloys will be increased. Starting from July 1, 2023, China will also implement the eighth step of the most-favored-nation tax rate reduction on 62 information technology products. After the adjustment, China's overall tariff level will be reduced from 7.4% to 7.3%.
In order to expand the network of high-standard free trade zones for the world, continue to promote high-level opening up, and promote the building of an open world economy, in 2023, in accordance with the free trade agreements and preferential trade arrangements China has signed with relevant countries or regions, agreed tariff rates will be applied to some commodities produced in 29 countries or regions under 19 agreements. Among them, in accordance with relevant provisions of the Regional Comprehensive Economic Partnership (RCEP) and the entry into force of the RCEP for Indonesia, some goods originating in Indonesia will be subject to RCEP tariff rates starting from January 2, 2023.
In 2023, preferential tariff rates will continue to be applied to the least developed countries that have established diplomatic relations with China and completed the exchange of documents, so as to support and help the least developed countries accelerate their development.
In order to meet the needs of industrial development and scientific and technological progress, the country will adjust its subitems appropriately in 2023, adding tax items such as white tea, vegetable seeds, surgical robots and lidar.
