     On October 27, 2023, the Group was invited to participate in the 2023 New Era Legal Employment Practice Summit Forum (Beijing Station), co-sponsored by the internationally renowned management consulting firm ManpowerGroup and Sinoswiss Fangsheng. The Group organized personnel from the Human Resources Department, the Finance Department and the Risk Control Legal Department to participate in the forum.

     At the meeting, Yu Mingqin, former deputy director and inspector of the Department of Regulations of the Ministry of Human Resources and Social Security, gave a speech on the theme of "Regulations and policy Guidelines for Enterprise Employment in the era of Change", and analyzed the guiding direction of national regulations and policies from the perspective of labor; From the macro level of employment priority, the employment situation and measures to stabilize employment behind it were shared. From the micro level of standardizing employment, this paper analyzes the requirements of regulations and policies on the employment of enterprises and the focus of the government. Finally, he put forward four suggestions to enterprises: First, fulfill the boundaries of laws, regulations and policies, abide by the rules; The second is to refine corporate rules and regulations and written agreements to prevent risks; Third, the use of digital tools to increase efficiency and reduce costs; Fourth, focus on talent leadership and repair corporate culture.

     Du Cheng, director and general manager of Zhongrui Fangsheng Human Resources Technology (Beijing) Co., LTD., gave a keynote speech on "Analysis of cost reduction and Efficiency Improvement of Enterprises under the fourth Golden Tax Period". President Du first reviewed a series of policies, indicating that the country is gradually moving toward a "smart supervision" model; Subsequently, the paper analyzes the "two, three, four integration" control and upgrade of the numerical control era under the advent of the fourth phase of the golden tax, the future collection and management will be more strict, tax-related management will be more convenient, and the social security system will realize national planning. Risk management and control requires enterprises to conduct self-examination and management, which requires "four streams" (contract flow, business flow, bill flow, capital flow) and "three certificates" (legal documents, tax documents, accounting documents). By analyzing the financial and tax risk points and demands of various types of enterprises, Mr. Du pointed out that enterprises should effectively split the business modules of enterprises through policy adjustment, structural optimization, strategic layout, management adjustment and other means, respond more flexibly to environmental changes, and carry out a system platform with perfect functions to maximize the compliance development of enterprises, reduce costs and increase efficiency.

     Finally, Liang Yanling, partner of King & Wood Law Firm, shared the "Labor Law Hot issues Sharing" keynote speech. From the legal perspective, the real judicial cases under the new business form are shared. Under the uncertain environment, all kinds of new economic forms develop rapidly, and the labor relations of new forms of business show the characteristics of flexibility, diversification and complexity. Lawyer Liang Yanling discussed the law by case, analyzed the main types and characteristics of labor disputes, as well as the main problems and rules in adjudication practice through a real judicial case, and gave suggestions and countermeasures for the treatment of labor disputes.

     Through participating in the forum, the Group participants deeply learned the experts from the perspective of employment regulations and policies, or from the perspective of enterprise compliance cost reduction and efficiency, or from the perspective of specific employment labor dispute resolution, and popularized the field of human resources employment norms, financial and tax compliance, combined with representative case analysis, simple, benefit.
