        In recent years, cross-border e-commerce, bonded maintenance and other new foreign trade formats and new models continue to emerge, and have gradually become an important starting point for foreign trade to "maintain stability and improve quality", and their changes have also received the focus and keen attention of the market.

        At present, some countries have or plan to adjust the tax exemption policy of cross-border small parcels, will this affect the development of cross-border e-commerce in China? Faced with the growing demand for maintenance from abroad, how does China promote the development of bonded maintenance business? At the regular State Council policy briefing held by The State Council New Office on November 22, the Ministry of Commerce responded one by one.

        The small parcel concession is cancelled

        It will not affect the development of cross-border e-commerce

        Cross-border e-commerce is an effective force in international trade, and it is also true in China. In recent years, China cross-border e-commerce industry has developed rapidly. In the first three quarters of this year, China cross-border e-commerce imports and exports increased by 11.5% year-on-year, accounting for nearly 6% of foreign trade.

        Wang Shouwen, international trade negotiator and vice minister of the Ministry of Commerce, said cross-border e-commerce has unique advantages compared with traditional trade. Specific performance in three aspects: first, it can meet the personalized needs of customers. Through big data analysis, cross-border e-commerce can design products that consumers need according to the needs of individual consumers. Second, fast delivery. Some cross-border e-commerce directly exports from China to foreign countries through small parcels, and some first transport the goods to foreign countries through ships and planes, and realize transactions in small parcels abroad, and the time is very fast. The third is to save costs. Consumers do not need to go to physical stores to purchase, saving the store, personnel, finance and secondary wholesale costs, from producers to consumers. The above advantages have helped cross-border e-commerce to have strong competitiveness and an increasing share in international trade.

        Talking about whether the cancellation of the preferential treatment of small parcels will affect the development of cross-border e-commerce, Wang Shouwen said that the above advantages of cross-border e-commerce are not closely related to small parcels, and after the cancellation of the preferential treatment of small parcels, the above advantages have not disappeared, and cross-border e-commerce still has a strong competitiveness.

        Wang Shouwen said that in order to support the development of new forms of business, the "Several policy Measures on Promoting the stable growth of Foreign Trade" issued recently put forward relevant specific measures. In the next step, the Ministry of Commerce will continue to strengthen its work in the following aspects:

        First, we will strengthen the connection between supply and demand. Organize the docking of foreign trade enterprises on cross-border e-commerce platforms with overseas smart logistics platforms, and support the holding of cross-border e-commerce fairs and supply and demand matching meetings in qualified places.

        Second, we need to improve compliance. At present, there are 120,000 cross-border e-commerce export enterprises in China, most of which are small enterprises, and they face customs clearance, tax, product quality and intellectual property issues in the export process, so it is necessary to provide training for these enterprises to improve their compliance capabilities.

        Third, we will vigorously develop cross-border e-commerce enabling industrial belts. Platform enterprises and chain master enterprises are encouraged to cooperate with local characteristics industrial belts such as 165 cross-border e-commerce comprehensive pilot zones across the country, helping more small and medium-sized foreign trade enterprises to contact foreign buyers through online platforms, obtain orders, and participate in international trade.

        Fourth, deepen international cooperation. At present, China has signed 23 free trade agreements, and the recently signed bilateral free trade agreements or the upgraded free trade agreements have included cross-border e-commerce as a new clause to promote the development of cross-border e-commerce with relevant free trade agreement countries. In addition, as an important member of the WTO, China actively promotes the negotiations on the WTO agreement on e-commerce, hoping that the negotiations can be concluded at an early date to provide a better development environment for cross-border e-commerce.

        Bonded maintenance


        Will usher in multiple policy benefits


        With the change of the structure of foreign trade commodities, the export of high value-added products in China is increasing, and the demand for the development of bonded maintenance business is increasing.

        "After China high value-added products are exported, they are damaged or have problems abroad, and if it is uneconomic to directly eliminate them, they are willing to ship them back to China for maintenance." Repaired products, we will give it a bonded treatment, do not need to pay import duties, repair can go out directly." Wang Shouwen introduced that this is not only conducive to providing maintenance services for Chinese enterprises, but also to meet the actual needs of foreign users, help to improve after-sales service capabilities, extend the value chain, and enhance customer loyalty. "The business development of bonded maintenance is small now, but there is a good development trend."

        Reporters learned from the press conference that up to now, there are more than 260 bonded maintenance projects in the country, distributed in 23 provinces. Although companies have a strong demand for bonded maintenance, they also face some regulatory issues. To this end, the Ministry of Commerce will focus on several aspects to promote the relevant work: First, promote the introduction of a new batch of comprehensive bonded area maintenance product catalogs. This work is mainly carried out in the customs comprehensive bonded area, and the next step is to further expand the product catalog.

        The second is to prepare the introduction of bonded maintenance management regulations in the pilot free trade zone, as well as the catalogue of maintenance products in the pilot free trade zone, and further expand the scope of opening.

        The third is to promote the bonded maintenance pilot of some high-tech and high value-added projects in places outside the comprehensive bonded zone and free trade pilot zone. Some bonded maintenance products are very large, the comprehensive protection zone, free trade pilot zone can not provide the corresponding scale of the site, so the Ministry of Commerce is ready to carry out some pilot outside the two zones.
