The Ministry of Commerce and seven other departments issued a notice on several policy measures to promote Service exports on the 24th.
The notice puts forward 13 policy measures: Make full use of the existing financial channels of the central and local governments to actively support service exports, enhance the leverage effect of the service trade innovation and development guidance fund, optimize the zero-tax declaration procedures for service exports, increase support for export credit insurance, improve the precision of export credit insurance policies, improve the bonded supervision system, facilitate cross-border personnel exchanges and inbound consumption, optimize the management of cross-border capital flows, and enhance The facilitation level of cross-border fund settlement in service trade, encouragement of intellectual property rights transformation and trading, promotion and regulation of cross-border data flow, accelerated development of international data service business, and support for enterprises to explore international markets.
Among them, the notice requires guiding localities to make full use of the existing financial channels of the central and local governments to further support new forms and models of service exports such as digital services, high-end design, research and development, supply chains, inspection and testing, accreditation and certification, intellectual property rights, geographic information, and language services. As well as green services such as energy conservation services, resource recycling services, environmental governance services, environmental consulting services, carbon footprint accounting and management services, and comprehensive carbon management services, and cultivate key enterprises and key projects for service exports.
The notice proposes to optimize the visa policies for personnel of foreign-invested enterprises, scientific research and technical personnel, and high-level talents coming to China. We will orderly expand the scope of countries where the unilateral visa-free policy applies to China, continuously optimize the visa policy for foreigners coming to China, and improve the regional visa-free entry policy. Improve the facilitation level of inbound consumption for sightseeing and tourism, visiting relatives and friends, medical treatment and health care, attending conferences and exhibitions, participating in competitions and watching games, studying and research, and living and elderly care in China.
The notice clearly states that a directory of important data should be formulated and a more operational guideline for identifying important data should be issued. Optimize, adjust and dynamically update the negative list for data export from free trade pilot zones, and study and explore the formation of a negative list for data export from free trade pilot zones across the country. Support regions with the necessary conditions to explore convenient arrangements for the cross-border transmission of personal information within multinational companies, and allow the free cross-border flow of personal information within multinational companies that have passed assessment or certification.
